I think there could be two ways wherein you resolve this issue:
a) You could ignore the gossip part and let them do whatever they want to or
b) They should be given so much of work that they should not get enough time to gossip and their productivity should be measured.
You need to put this across to your superior along with the plan of action keeping in mind the disciplinary action.The senior management should call up a meeting with the entire team in order to download the concerns and expectations from people. This action should be taken to bring sense of responsibility and improvement in the environment. Your role should get visibility and people roles/responsibilities should clearly defined in order to held them accountable for their performance and behaviour in the office. I think you should have clearly defined disciplinary actions/policies also agreed and signed off from the senior management.

I am able to understand the situation.

The hindrance here is : in convincing your boss that its OK to fire non-performers. Gone are the days when it was all based on loyalty, and in return employees used to remain loyal to the employers. But now, its a different scenario. Such situations demand a) A first hand investigation, and warning d) termination if there is no change.

Check if they are performers, if they can be coached for change in behavior, and if they are not performers in that area- how about redeploying them?

It is immoral to not remove such players - who only act and never deliver

I understand you have nothing much to about this situation, except in letting your boss know that his team is bleeding! So what you can do is, keep the boss posted on what exactly is happening (I am sure he is aware too!), and also ask him "Is it okay if I ignore them, or is this something that we should act immediately on? I am worried that people who are walking in, whether potential clients/customers or candidates, may leave the building with a bad impression. Also - the possiblities of better performance seems to be fading off. Please advice"

Get to know what the boss has got to say abt this. If he seems cold and ignorant, I guess, its better you try out an other way of letting the "pretending" people know, that they are being observed! In this way - they would have the fear that, changes CAN take place if they dont get their act together!

Your concern is natural.
As an Hr it comes under your umbrella to maintain the work environment.
There are 2 aspects namely: Performance and Behavior which are important to be managed to build a culture which will benefit all.
My suggestion to this would be:
1. You ask your boss to assign specific targets for the employees till he is going to be away from office. You cannot monitor much in this, but your boss will come to know if the person was really working or not. And when targets are given they have to complete them.
2. Call all the employees and discuss this issue in open addressing all of them and not just the people who are involved in gossiping. And also mention the consequences for indulging in this behavior. Once you do this next time when your boss is away they will work fearing that you are observing their behavior. People need to take some ownership for their work.

thanks a lot for providing me some relief, being am HR people expect me to take actions
but I am not given enough authorities though I am 2 yrs old in this firm.
The work is not affected as such but the rivalry is increasing between the teams.
I can only forward all issues to him. rest is upto him, to eat it or to spit on it !

Your quations answar is so simple
Answare : you have your mail account in company then directly you write your this problem to your unit head and that time you not put any name who is doing gupsup, so automaticly your boss giving you response about your quation and deffinetly you geting good responce from unit head this is may experience dear.
Please try this and give me answer.
