Dear Dilshad,
At Cite-HR we all very ready to help anyone.
the only thing we ask for is a little bit more detail. A career development plan can mean anything. do specify your need, why, for whom what etc? then we can either help you through making it by yourself or send you a format..
What say?

Kenneth, you are quite right. Quite a few people who seek answers think that the rest of us are "mind readers". Simhan A retired academic in UK

Actually i went for an interview and interviewer asked me to draft a plan for career planning for any of the departments employees. On this basis he will assess my skills and make decision hiring me. so if you could send me a draft i can modify it accordingly.

From The postings of different members, you ought to have understood that career development of employees differ from position to position and also depending upon the competencies and skill sets one possesses.
If you are asking for a career mapping or planning, then based on the organisational structure and employee skill as on date, you can prepare it taking the base as his present role.
So your prospective employer may be asking for generalised perspective plan of the career planning model. Not a specific plan.
You may refer to "HR Planning" by PradeepKumar Banerjee, where he has dealt with the topic very well.
