I am not aware of you org nature. But I have some figure in my mind
First you can decide 3 lavels like
Sr. Level : CEO,CFO.GM
Middle Level: DGM ,AGM,Mgr
Jr Level: AM,Exe,Officer
You can in to
Base Pay: Can be decide
Allowances: HRA,Med,LTA,CEA,Conv,Food,Phone ( You can fix percentage on base pay like HRA will be 50% in case emp exist in NCR,Medi/LTA can be 8.33% of basic, conv can be 30% , others you can decide as per your org structure)
Retirals : PF,
& Variable pay ( Target Bae)
for Sr. level you can include car scheme etc

Please have a lokk at following steps
1. Type of salary employees are withdrawing
2. You need to do various analysis with cost analysis for various levels
3. administrative hassles
4. HR able to handle difeerent pay status
5. make sure employees take home does n't get reduced
