Yes you can give the compensate by working on any other day before giving the off on election day and see that the gap is not more than 3 days. May be you can work on any sunday... and give the off on Election day...it should be brought to the notice of Inspector of Factories if applicable.
The holiday for casting votes by employees is expected to be a paid holiday. If you direct employees to work on a sunday or any other off day, it will again be a paid day though not necessarily be at double the rate of pay by interpreting it as Over time day.
