You are getting confused because you are not clear of what you want. Be clear about it.
Training elevates employee performance. But to find the gap in performance, you have to do extensive organisational research. What kind of research have you done? What you wish to increase and what you wish to decrease?
For the selection any service providers, that includes training service providers as well, you need to prepare assessment parameters to assess their services. Please do it and your confusion will go away. But then this is no easy task. Over the years I have been rubbing shoulders with HR and Training professionals. I found HR Directors or GM (Training) asking me childlike questions (mercifully the questions were not childish!).
Training services providers also stand apart not just by the quality of their services but the quality of their advices to junior members too. There are many in the market who claim that they have pearls of wisdom, but hardly I found anyone casting them. Quality of their advices is also one of the parameter to assess the quality of their services.
