I am working in chennai, here on 13th october is Local Body Election. In this regard the Labour department has requested to all the establishment to declare leave on said date.
I would like to know is this mandatory to give on that day.

The answer is in your post only. The Labour Department has requested which implies it is not mandatory.
Whether to give Holiday or not is not the issue. The main issue is that a Company being a part of our Country cannot penalise or bar an employee from exercising his Rights guaranteed by the Constitution of our Country.
So, the basic thing is to allow employees to exercise there franchise. How you do it can be said if you tell me about the type of industry you are in and your office timings.

To give a vote is your human right in democracy in india,
so if there is possible to adjust a time for their working day for employees in which they can give a vote & they also present at work place, but this is not posible u have to give a holiday to the eployees,
becoz u dont fight against human right
