Dear Friend,
No. In compensation structure there will be two modes ie., Fixed and variable. The sales incentives will be fixed on the hike of the sale (Ex- an employee will be given a target of selling of x items, if he sells over and above x will be given with some % of additional benefit which is called as incentive.

why not ? maximum sales incentive ie even a notch above what can be achieved by the best sales person can be be a part of CTC

The CTC is a fixed salary for the works any employee has to complete as per his JD. The incentives are the reward extended to an employee who performs over and above his targets and increases the bottom line.
Request you to note the incentives are variable and for the activity and for that year and the CTC is a fixed component.
