Being a good HR Executive is more than obtaining an advanced degree (MA, MS, MBA, etc.). I strongly agree that superior communication skills are warranted. Additionally, one must have a clear understanding of the business line(s) that they support, diplomacy and people skills, an understanding of workforce needs and trends, empathy and executable decision-making.
It is imperative that executives regard themselves as leaders and surround themselves with a great team. No man (or woman) is an island. Leaders have vision and recognize when different leadership approaches are necessary.

Don't give up. May I suggest that you consider being a virtual (HR) assistant or recruiter. Given the weight of your MBA in the marketplace, you may find that it is just the transition you need to grow roots in this profession. Also, you may want to consider consulting or partnering with a consulting organization as an intern. By doing so, you don't have to give up you primary form of employment but you are opening yourself up to new and exciting opportunities.

Today's key to success for any one is patience.

as you have completed your MBA. Start focusing on HR subject in depth, that gives you confidence at the time of interview within or outside company.

Apart from make friends from your HR department, interact with them.

As HR will going to be a new field for you, therefore in the starting you will be not be exposed to all facet of HR.

For acquiring HR knowledge from outside, start reading HR magazines (Human Factor, Human Capital etc)

CiteHR is also play a significant role in the transformation of knowledge.

With the reference of your question following the procedure of HRD.
1) First get the sanctioned MPR form from Authority.
2) Find out the skill or what profile required.
3) collect the resume/CV's from sources the shortlist as per requirment.
4) arrenged the interview of those shortlised & send them for technical interview from HOD.
5) issue the offer letter to selected candidate.
