Hi Archana,
It solely depends on your interest and skills/capabilities. HR as such as you know now is all about people management. If you are really good in looking at details, you can take up the role of Generalist HR where you will be dealing mostly with post employment formalities like ESI, EPF kind of things. If you are a charming person loving to meet people, good in convincing, would like to have an on the edge job you can select Recruitment, where you will be involved in the whole recruitment process. Both has its own positives and negatives. But the trend is like this - the Recruitment process in the companies are nowadays being outsourced and so jobs at corporates for the Recruiter are getting dried up. But as a Generalist HR you can find jobs at corporates but this is a less lucrative and less enthusiastic role.

As mentioned by Senth, it really depends on your interest and skills. Having said that it would be good to start with working for corporate team where you can get exposed to all facets of HR.

Since you are having a technical background working for a Telecom/IT/ITES firm might work well for you. Exclusively talking about a department in HR, then I would advise you to choose Recruitment to be precise “Technical Recruitment”. This will also help you in utilizing your technical experience in identifying and sourcing qualified professionals. However to be successful in recruitment field one needs to be very passionate about it.

I hope this helps!!

Good Luck
