hi,
i need some help in understanding the incentive distribution system in HR. for instance we have different source of recruiting ppl - portals, leads and internal refrences. now if an employee is referring someone does HR still earns any incentive for tht? if no then what motivates him to promote internal refrences? ... i hope i made my self a bit clear and not confused you. please suggest or feel free to ask if you need some more light on my question.

In the case of internal references, if the HR recruiter has taken pains to identify the person referring the new potential candidate, then he/she would be entitled to an incentive amount (albeit not fully, maybe partly).

An HR recruiter should not be allowed any incentive for just one reason viz. it is his basic job profile.
A regular employee is not supposed to recruit, hence the employee referral scheme exists so that he gets compensated for helping the organization in something which is not part of a job.
Coming back to the HR recruiter - he can be given targets like a sales person who earns based on number of sales or revenue achieved. On this condition only, would the recruiter be allowed an incentive.
I have taken a few things for granted like integrity in claiming incentives, give proper credit to resume source and so on.
