Good piece of work. Just make sure the competition element that you are trying to instill is "healthy competition" and regularly monitored to avoid adverse effects.
Also, after some months of administering the plan, you may want to do a program evaluation to determine its effectiveness. You can also conduct a trend analysis to determine if there is any program abuse.
