i would like inform you, most of all organization given out socurcing for canteen, security, and transport, but in micro level organization all these handling by HR dept only, but in macro level organizations its saperate form the HR dept, and also in macro level also HR dept handling the compliance of the security, transport, and canteen,
and Mr Tiwari:
in implimating Policy and system, HR role is 75% b'coz making policy and system is not enough our job and also implementing and reaching goles is very important for HR dept(means follow up)

HR has lots of other value added things to do. Admin is nothing but manage the things, why HR managers waste their time on these things rather they can invest their time on other HR Tools.

Let me clear u that HR Means Human Resources and as a department HR is concerned with Recruitment to Retirement and in the other hand Administration means to serve and to manage.
HR role in an industries to develop the potential or sharpen the skills
but administration job is to maintain all the services in equal, uniform and justified manner these to fuction are complementary of e differach other but base are different. Please let me know for more clarification.

It all depends on the company ploicy. Some big companies simply out source these whereas some put these as separate departments under Facilities and admin respectively. Still security personnel usually report to the HR Manager.
