Overseas Recruitment - Overseas Projects

Hi,
can someone plz tell about overseas recruitment. We have got a new project and I am asked to prepare a recruitment manual for my client abroad. We have to recruit engineers from India and send them abroad. We have to take care of the entire recruitment cycle right from the resource request from them till the candidate reaches their office located in our client's country.
