Training serves many purposes. The following aspects would give you an idea:

-Are your processes, productivity levels of employees and profits benchmarked against your closest competitor or still the market leader??
-What are the critical gaps in knowledge, skill and attitude of employees of the two organisations how to bridge them?
-What is the desired-present-profile of the organisation in terms of the vision and mission statement Orchestrated by all stakeholders and what is the actual profile today? is there any gap?
- What vision did your stakeholders create for the organisation by for the year 2013 or 2018? What are verticals in which you plan to do bussiness? do you have the competencies or skill inventory to succeed? What are the critical knowkedge gaps?

In fact the more gap analysis you do in each area, the more you will discover the need for critical inputs, including training. I think identifying gaps is the most important thing a leader has to do. Hope this helps.
