I belong to tamilnadu. I have done my MBA in tamilnadu. Now i work/live in mumbai. I was told that i need to get the certificate attested from the ministry of foreign affairs and UAE embassy.
Pls let me know if i can do all the necessary activities in mumbai itself? Or can i send the orignial certificate to my parents in tamilnadu and get it done there? Is it necessary for me to go there personally to get the things done? I am confused. Pls advice.

Just another perfect example of people longing for extra & more, when given more. Being located in Mumbai, I suggest, it would be a good idea, if you try to take out your phone and give a few calls to the numbers listed there in, and I am sure, they will help you with correct informations what you requre and post them here for the benefit of all. You could also email them directly.
You may also keep waiting for more reply as I know how much effort I put to gather the above information some time ago for the benefit of a candidate who was coming here on employment.

I doubt whether you will get better information than what Ramesh has posted. Urogulf is one of the best. They are very prompt and reliable. You need not look further!!!! As Ramesh has suggested just give them a call and they will help you out from there. They are pros in this.

I am in the process of applying for a work visa for Dubai - my undergrad degree is from Pune University so the UAE Embassy in Delhi has guided me to get my degree attested by the Maharashtra State Education Ministry and then the Ministry of External Affairs - after which the UAE Embassy would attest it.
Would you know of any agencies in Delhi/Jaipur who would be able to help out with the above?

Dear All,

Here I have tried to put into words the complete process that is required to get your certificates attested in Chennai, this is my very personal experience. Hope this is useful for all.


As part of the current ruling by the Ministry of External Affairs and HRD, it is mandatory for the candidates seeking employment in UAE to have their certificates attested by the Departments.

First Step:
All these attestions will be done only if you have a valid employment offer letter from the country.

Upon receipt of the same, have 2 sets of photocopies of all the certificates that needs to be attested.

The first level attestion happens at the Secretariat in Chennai, you will have a go to Dept of Public (Foreigners), this is next to the Vegetarian Hotel inside the Secretariat.

Please fill up a form, 1 form for 1 certificate and affixed with Judicial Stamp, this can be bought from the shop near the Post Office. (All inside the Secretariat)

The original certificate along with 1 copy has to be given to the Under Secretary, who would inturn accept the same and give you a Reference Number, do not ever forget this number, all the certificates would be issued using this reference number.

Any certificates that needs to be attested by Madras University, please do take time to go to the University from the third day onwards to ensure the faster processing of the attesting, because the offical confirmation has to go from the University to the Department.

On the third day morning, do proceed to the Dept and check for the Despatch Note Book on which the reference numbers would be marked which confirms that the certificates have to despatched to the respective places. Give one day for the certificates to reach the University, please do ensure to meet one of the peons and give some tips to ensure that your certificates gets processed at the earliest. Please do ensure that you do this follow up until you are confirmed that the documents have been despatched to the Department. Be prepared to spend about Rs.1000 as tips and you need to give a DD to the University, please check the rate at the office.

If your other certificates are from Autonomous Institutes, these certificates will be send to the Commissioners Office in Egmore for Verifications.

Here it is very disciplined and very clear process. The visitors time is from 2.00 pm to 4.00pm only. Take a pass from the entrance by informing them that you want to go to IS. This is a very new cell. Kindly go there only during this said time and they will confirm the date that your certificate would be despatched back to the Department and they will stick to that time line. This is the first time I met a set of true professional police officers, and they do not expect anything in return.

Please understand that time is of essence here, unless you follow up regularly these attestions will be take its sweet time, these employees in the Department are not bothered about you. The reasons for the follow is also that these employees will not at later point say that your documents are missing which is a regular thing in this department. They will talk about time and they are not bothered about your time but their time. Exactly at 5.30pm they will pack their bags. Couple of guys will be there so keep requesting them and if you have patience you would get the certificates after 6.30pm.

Once this attestion is over, the rest is all easy in Chennai. The next day take another set of copies along with the originals and go to the Minisry of External Affairs in the 7th Floor of DPI building in Nungumbakkam by around 9.00am and generally the staff here is very friendly and helpful and if the Officer is available you would be able to get the attested certificate back by 12.00 noon. You would be required to fill a form and give them the copies.

Once this is completed there are sufficient agents who can help you with the attestions at the Ministry of HRD and UAE consulate in Delhi.

Hope I have thrown some light into this process which people can use for their attestions.

Would you have any idea how it works in Maharashtra - I am currently in Jaipur but my degree is from Univ of Pune - so I guess I'll have get the Univ verification in Pune and then HRD attestation in Mumbai and then proceed to Delhi for MEA and UAE Embassy attestations.
Would you suggest hiring an agent instead? Are they reliable? Is it faster through them?
Your inputs would be appreciated.

I guess the same process holds good at the Secratariat. I do not have any agents who would be able to help you. But from what I know most agents prefer the individual complete the certificate attestation process before they take up the other attestations.
The views by Ramesh will throw more lights on this.

I had given my degree and marriage certificate to Urogulf for attestation - and they'll be giving it back to me next week - they got the entire process done in 2 weeks, which is pretty fast - excellent service - a little pricey, but worth the services.
