I would like to give my own example....
I developed a job portal, SimplyITJob dot com, initially promoted as a free site, optimized it to an extent that it started listing at 2nd postion in google (search for eg, "openings in pune").
did a lot of online promotions and was able to develop a good database of resumes.
Now, i made it as a paid site with a min fees of Rs. 2000/month to employers/recruiters and believe me, i am flooded with requests from employers/recruiters.
Well, i am into IT industry since 10 years and my site is self-coded.

You can even go for the networking site like LinkedIn and twitter which are very popular these days. even u can go for recruitment through blogs. But the selection of any of these media will depend on the position u r looking for.
