I am working in an organization from last 2.5 years, in previous calendar Year 2016 I can present only 165 day and rest day on leave without pay. is I am eligible for El or not ???

Since your joining date how much EL were credited to your account and how much were consumed. Did you consume all your leave every year.
Even for calendar year 2016 if you have worked for 165 present days, then the total working days including your weekly off would come to approximately 193 days without public holidays/festival holidays as counting, keeping 193 working days in mind you are eligible for approximately 10 days leave.
