Dear Neetu,
Powers of the Asst Manager HR would be decided by the CEO or MD. Powers of the Asst Manager HR also would be decided by the Head HR. Secondly, the type of decisions taken by HR would depend on the culture of the company.
Generally in the Indian context, 99.9% companies are heavily driven by the owners, whether in factories or otherwise. Though designated as Managers, these designation holders work as clerks or supervisors. No lines of authorities demarcated or decision making powers fixed.
Empowerment of the employees is valued in the western countries. In few companies, bosses chide their subordinates for their inability to take decisions. In contrast, in Indian context, bosses chide for not approaching them.
