What is the size of the factory?
How many employees?
What kind of budget is being planned for welfare?
Sustaining additional welfare facilities is equally important.
Once you start something,stopping it may be difficult,so keep all aspects in mind.
Factories Act itself spells out some conveniences to be provided-hope those are provided?
Making those facilities like canteen,creche etc more attractive and wide ranging facilities itself will not alone meet legal compliances but add to welfare.

Please refer to Chapter V of factories act and states factory rules and implement those welfare measures. Which has vast employee welfare measures you can implement in your company. That also helps you to adhering to statutory compliance.

Revered sir in our company maximum 2000 employee are working and under factories act we provide all amenites but our budget is as possible to minimum

For doing welfare activities sky is the limit. even with a shoestring budget you can do wonders. only thing is your determination to get things done to the satisfaction of all. some of few activity is listed.
health camps: conduct medical health check up, eye check up, dental checkup for your people.
potable water: try to provide clean and potable water at vantage points where people can drink when thirsty.
rest room and lunch hall
washroom & toilets
greetings on marriage day / birth day
sports (indoor and out door)
family get together
van / bus facility
poojas & celebrations
are few welfare topics which can be done at your factory. Keep writing for more ideas.
