hi anamika,
i appreciate ur desire to do good for ur sales man. I m not specialized in HR field. There are some points which comes in my mind regarding ur problem.
i think d above situation comes only if d company do not have long term planing regarding service their employees.
The employees (mangment as well as the executive) don't want to take the responsibilities. The first thing what come in the mind of new employee that how he/she use the present company to get the better job with better pakage nd parhaps this is d reason that they do not take new initative or the thing which they have in their mind. So make intiatives nd do ur best.
i think firstly you have to communicate to ur boss that being HR person its ur responsibility to motivate the employees in such a manner that their productivity may increase nd in this prosess u should surly ask for d help of ur bosses and seniors.
one another thing which comes in my mind that u should prepare a form in which mentioned all d detail about the employees eg.-date of joining, last three month performance, educational qualification, hobbies etc.
- problems what they r facing.
- take sugestions from every Sales person how to improve the sales of the company.
-u can also organise contests for improving sales
-make some arrangements/Bonous/Promotions/reward on service of one year, two year. ......

Entery of Dogs was strictly prohibited at my place.My mother who is a cleaniess freak never wanted a Dog inside home.After lot many pleadings my mom allowed my brother to bring neighbour pet for just an afternoon.
We played with the pet for 2-3 hours then he did his work i.e he shit in my moms bedroom.Well as me being too younge and my mom too furious my brother ultimately clean the place and poiletely went and gave the puppy back to the owner in afternoon itself...

Be it career,be it personnel life.All big thing matters to me.My family,there future,my future.These things are constantly thought off and does make a difference to me..But today I am going to list down things which are petite but matters to me..
So some of the little things which matter to me are as follows:-
1.All my friends wishing me on my birthday or atleast thumb lashing me though not being present there that doesnt matter.Just a small simple call matter to me.....

Cribbing over past ,cherrishing it or wishing for situation to be dealt you way is thought constantly...If not present we look for future planning.Planning for job,plaaning to get married ,planning for a house and what not....
How many of us are there who really live in present.Living in present implies cherrishing the tea which you just had,smiling and thanking god for a peaceful day,working and not thinking of its dead line.Women...

If a Delhite has bought a car then all the neighbours should know about it.This can only be done by blowing your horn in 1:10 ration i.e if a horn is required for just 1 time a Delhite will blow it 10 times.
Also the key chain .A delhite will keep rolling in the key chain in front of every one till the time feeling that every body has seen his car has settled in him...
You know you arer in Delhi when you see all the chat corners...
