TN Shops and Establishment Act Doubts

Dear Friends,
Can anybody throw light on the following.

1. who is the authority under which the S&E act must be registered.
2.What are the registers and records to be maintained under this act.
3.Is there any satutory leaves limits that must be given including Sick and Medical leave.

4. Can the employees form an union as they fall beyond 20 employees.

5. Is labour commissioner the registrar for unions.
