Setting up HR dept in small IT firm

Hey Frds,
I am being hired to set up HR dept in small IT firm. Could anyone help me in doing so. I need to know abt leave plocies, travel policies, the leave forms, appraisal forms and what should an employee manual have???What else can I do to make the HR functioning in line with the other depts.
