The reason that Chennai has very few corporate is because, most of the corporate still believe that the people in chennai still have an aversion towards Hindi as language and that their executives will find it very difficult to adjust in the Chennai environment
But IT companies are willing to come down to chennai, because they have minimal interaction with the local market and also due to the government initiatives taken by the TN government at state level
The number of opening in recruitment is very high because of the mass recruitment taking place for IT companies in Chennai and Coimbatore and also for Kerala(Kerala has very few recruitment consultancy agency compared to other states)
Most of the decisions in regards to other HR related activity is taken at corporate Head office,and most of the office or business outlets are either branches or regional corporate office, so the main area always for HR in this branches remain recruitment while major decision as are taken at Corporate HR at Head Office
There are many manufacturing units,because Chennai is one place who has its power supply in place and the workers in Chennai are known for their efforts that they invest in their day to day work,so this also also can be one of the reason that you may find more IR people and less of HR other than HR recruitment.
