Default Dress Code for Parties

Friends,

I wish to know about the dress code for parties and get-togethers. The dress code for a particular party (scheduled for next week) is mentioned as "Smart casuals". May I know what does this mean??

When I referred to the content in net, it briefs that the dresses should be "smart" enough to conform to the particular standards of Western social groups. As our get-together will have only Indians from the North and the South, what should we wear? What does this term "smart" refers to? Should it be formals? Should we wear tie?
