How to sum professional tax while using the formula

Hi,
For computation of Professional tax, we use a formula which automatically displays the PT for the gross mentioned..but the problem is that while totaling, the PT shows a sum of zero..can someone pls help in getting the actual sum without having to copy & paste and convert it to numbers to get the sum..

If you remove quotes in the formula, then sum will be displayed correctly.

Corrected the same in Excel sheet enclosed
