Default how to distinguish the activities of manage and operation

i have a problem that pazzle me for so long.it is important to me to distinguish the activities of manage and its opposite-- operate.however,i find that there is no clear and easy judge way to do this.can you tell me how can i get my goal.thank a lot.

As per Oxford Dictionary A manger is "1. a person controlling or administering a business or part of a business. 2 a person controlling the affairs, training, etc. of a person or team in sports, entertainment, etc..

However on the other hand an operator is someone who is supervised by his "Manager" and does some section of work. For example; HR manager is responsible for managing overall performance appraisal system but he can delegate some portion of his work to his assistant "Operator" to collect and compile feedback from the employees and give that to his manager.

dear shussain:
as you regard, operators and managers can be exchanged sometimes.for example,on one hand,the assistant can be the "supervisor&manager" when he assign the task to the subordinate.on another, the hr manager could be a "operator" when he is supervised by the CEO.sorry, your answer is not what i want.thank you all the same.
i work in air china,there are many employers work in different positions,we want to divide them to "managers"and "operators" ,so that we could make different compensation policies for them.i want a method or definition to differ all the positions. any other advice?
