Dear

As we all know that we are to appoint Welfare Officer(s) as per the requirement of section 49 of the Factories Act but as far as the duties, qualification & conditions of service of the officers are concerned we have to go through the applicable State Rules.

Dear Member,

As I have already pointed out that we are to appoint Welfare Officer(s) as per the requirement of section 49 of the Factories Act but as far as the duties, qualification & conditions of service of the officers are concerned we have to go through the applicable State Rules & not the Factory Rules.

According to the Factories Act,1948 section 49(2) it is the State Govt. who is to prescribe the duties, qualification & condition of service of officers employed under sub section (1) of section 49 of this Act. For example the State of Punjab have Rules as ' The Punjab Welfare Officers Recruitment & Conditions of Service Rules, 1952' which is also applicable in the State of Haryana. Therefore go through your applicable State Rules on duties of the Welfare Officer.
