target fixing for the hr recruiters in placement agencies

Hi,

if you could advice me on the methodology of fixing the targets for the recruiters, is this revenue wise or number of candidate to be selected,etc

well but with mu experiene of candidates that i've intervd, they seem to have the revenue target and a % incentive on them, how would the number be better

You Can have revenue target.

5 times of their CTC can be their monthly target.
