There is a difference between union and HR department
HR department is part of the organisation and has make sure that the company's strategies are well implemented / executed...
A proper HR policy would make sure that it is in favour of Company. But it should also ensure that atleast employees are not exploited and is working as per laws of the land and industry standard.. The keyword being atleast... You can always go beyond that...

The HR Dept is not a union, however it is and should remain the place where an employee with a grievance or a work or a personal problem can go. If the organization leaves it till the employee goes to the union, by then it’s often too late to get an effective solution.
The HR Department has traditionally organized counseling services, coaching and mentoring, the performance management framework etc.
It shouldn’t be a question of supporting strategy or employees, because the organization won’t be able to achieve its strategic objectives if it doesn’t support its workforce. All of the recent and not so recent studies show that engaged and motivated employees lead to more successful organizations.
