You said that your friend had good communication skills...but I think you need to improve yours....
Well, people take decisions based on the information or data that they have. Based on the data provided by you, it is difficult to understand why the HR rejected this person. However, there can be N number of reasons (not related to HR aspects of HR and yet reasons to get rejected)...dressing sense, communication, behaviour, attitude, body language etc.
I hope, this will give you some idea...
