Labour laws are common across the country where as the enforcement is with the states. States have the authority to fix the minimum wages and the same are to be paid in case of permanent emplyment in the particluar state. Where as some one is visiting a location for a period, he will be paid as per his permanent location wages and not as per the visited state wages.
