The matter of exit has not been dealt with properly. You should have just given a resignation with notice period as being generally accepted by old company.
There was hardly any need to speak of good salary to your manager.
What does your offer letter say about exit??
Why is your old employer not leaving you??
Any reason quoted??
You have to convince your old company to give you exit or convince your new company that old company did not follow any laid down HR procedures and if no exit procedure is shown in offer letter -show the new company your old company offer letter and its clauses.
I do hope you have been careful and correct in your CV while applying for new job and there is no problem in showing earlier offer letter.

What is the period you worked in the previous place? Did you leave during probation period? If so there is no requirement to give a long notice. However you should have given a proper letter of resignation and obtained the acknowledgement of acceptance of the letter. If you have not given any letter, best thing is to send them a letter now stating that you discussed the resignation verbally on such and such date with the manager and he accepted it. Since you did not have a letter of appointment and no terms were given, you did not consider it was important giving a letter of resignation. How ever since they request a letter of resignation, you tender your resignation with effect from the date you left and handover the letter and get the signature to a copy as acknowledgement of receiving the letter. Do not mention your new salary or the place you work. Ask them to give the letter of release in the resignation letter. If they refuse to sign the copy as acknowledgement, then send a copy under registered mail and keep the receipt with you. Then show those docs to your present company and sort out the issue.
