PMS has a wide meaning,it can be applicable for different areas like

* Organisation Performance Managements
* Function/Group/Division performance Management
* Individual Performance Management

Take normally HR handles directly Employee Performance levels,its have life cycles like

*Defining KRA's
*Monitoring KRA's
* Evaluating Results/Performance Appraisal

HR Can be involved in various stages

* Drafting total Life Cycle of PMS
* Appraisal education
* Fecililtating Performance Appraisal Process
* Training Appraiser on various skills supports PMS like Communication,Feedback receiving and giving,handling difficult employees etc

Its depends on HR Intitives and Organizations maturity to take up that
