Personnel management involves three distinct activities: employee resourcing, employee development and employee relations.
Employee Relations involves the body of work concerned with maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, and morale. Essentially, Employee Relations is concerned with preventing and resolving problems involving individuals which arise out of or affect work situations.
So ER is a part of Personnel Management. Hope this clarifies.

Hi,
As said by Shri Suresh a person entry to exit in an organisation is the core and real situation to be managed. Earlier it was personnel management later the same said as human resource management, the best cannot be said as it differs organisation to organisation, men/women to others. Requirements differ as is the goal too. So, the difference is an organisaton strive for entire community and an employee strives to reach his goal an ultimate success in life.
