Hi,
No, if employee total earning is less than 5000 then should not deduct P.TAX, there is no matters of employee joining.
if employee joins middle of the month and his total earning is more than 5000 then he is applicable for PT deductions.

Dear Pradnya,
As said by Ravi, professional tax always applicable on it monthly earned wages. For example if an employee's monthly salary is 40000/- and he was earned in any of month of Rs. 4000/- ,then no deduction is applicable on that specific month.
Regards,
Janardan
