It depends on the organization structure. Usually, its the Executive Director (Personnel & Administration). But in case, no one is nominated for the post it could be the General Manager (P&A) or General Manager I/c (P&A) in case there are a number of General Managers in P&A example GM(HRD) and/or GM(Town Services) and/or GM(Information Technology) etc. Depends on how the P&A department is structured within the company.
