Dear member,
1. The coverage under EPF &MP Act and ESI Act, 1948 are different. There is no link between these Acts. It will be better to approach authorities as created under these enactments for coverage.
2. The coverage under ESI Act is limited to the implemented areas as declared under section 1(3) of said Act and minimum numbers of persons so employed is 10 or more. On the other hand, the coverage under EPF & MP Act is different.
3. It will be more better if you go through above Acts and rules/regulations framed thereunder.

PF is must and First than the ESIC .
for ESIC you can register online
when you registering with ESIC they ask for your PF number.
PF act says that if you exceed the employee limit form the first day you have to pay PF so PF registrations has to done first. for this your have to go to PF office & submit the required docs & get registered.
for ESIC you can directly register at the website. & your can pay contributions. after getting register online your ESIC C-11 form will get generated & the local ESIC branch manger will send you the signed copy to your resisted address. in the online you have to fill all the required colloms. this is my personal experience.

Dear Aahna,
If you have the ESIC registration and the employees earning less the 15000 per month then you need to contribute to the ESIC regardless of taking/not taking the facility. moreover if you have not contributed for the previous year, my recommendation is that you should ascertain the Liability and deposit the same as soon as possible to avoid any legal penalties .
