I need to ask whether my current employer can stop issuing me relieving letter even after I have served notice period , My resignation was accepted and last date was communicated

No, they cannot stop your relieving letter. If you have completed the exit process and nothing is due against your name, then they cannot stop it.

Dear,
Relieving any employee is not only depend upon, whether notice period served properly or not..?
There are other aspect also affect for the same.e.g. if any dispute with company, if you payable any amount to company, any deductions, Handover the job, documents, files etc. so, once everything will be clear, you may get the relieving letter from company.
Most of the companies are providing the relieving letter post Full & Final Settlement only.
Therefore, check your company policy for more clarity on the same.

Here is the thing , They want me to complete the project before I leave , But its impossible to finish even after a month of my notice period. What are my options here ?

Dear,
In that case, please check your terms & conditions of employment letter, whether is there any clause that, you can't leave the company without completing project..? or not..?
If it is not there,. then no one can stop you..

Nopes , There is no such clause , It is clearly stated I need to serve 30 days of notice period thats it , Same was mentioned in my offer letter and company policy as well

Dear friend,
Luck favours you, having you got the resignation accepted and the "last date was communicated" there ends the matter. You are deemed to have relieved on the "last date" unless & until if the communication states "subject to relieving you after completion of the project" . But still when there is no clause to bind you with the completion of the project you cannot be detained. Moreso the "communication with last date" should serve you as the relieving letter. Have your present employer found it sufficient ? But how about your F & F settlement. Have you received them or not ? they might raise some obstacles.

Dear ,
After having received a letter from the employer conveying the date of your release you have nothing to worry, subject to the condition that there is nothing out standing against you and that you have handed over the charge of the post you held to an authorised person and obtained an acknowledgement thereof. Please note that the charge means assets entrusted to you as well as details of jobs in hand and their status.
Should it be so you need not worry on the front of getting a relieving letter. However, the problem may still pertain to your F&F. In case you can afford to forego it, it is O.K.
As regards your prospective employer you can explain the entire position showing all relevant documents and, hopefully, they will accept your joining.
