Is It Indian National Flag Can Fly 24hours - PDF Download

Recently I Observed in Kempegowga Internationa Airport (Bengalore) that Very Big Size Indian National Flag is flying at 11.45pm .I had a doubt about this and Police control room and enquired .within 10 minutes I got a Phone call from Police Control room and informed about the permission given for 24 hours flying and since inauguration it is not down .Please clarify is it allowed ...?

i have gone through the rules but it says to floen a flag from sunrise to sunset and am not sure about the special permission which was endorsed by the police department to you. anyways attaaching the rule, do let me know if you fing anything.
