Suggest you work as consultant from their office. I feel policy cannot be made just in few days/months. It take time, evaluation, re-evaluation. Charge them a consultant fee with no string attached, i.e. they can ask you go anytime they feel its time for them to do it on their own or through their own staff.
I feel anything between 50,000-100,000 with fuel expenses would be great deal for you.
If you want any help and are willing to share the consultant fee, drop me an e-mail. we can collaborate.

Dear SomSks,
Greetings!!!
Ukmitra is quite right when he says that it will require evaluation and re evaluation.
However, draft document can easily be done from outside , keeping in mind, all the relevant laws and procedures. Draft document basically gives organization a starting point from where they can build on, they can always tweak the document as per need.
I have been doing this for couple of companies and currently in search of few projects. If you want, i may also collaborate with you ( a paid collaboration, of course).
