Would request HR fraternity members to kindly share the current conveyance policy in your organization mainly Mechanical, Software like a Tech Centre.

Instead of mentioning the fixed conveyance allowances why can't you derive something calculation for Fuel Price, Distance & type of vehicle.
For example
For Car Fuel price X 0.12 X KM
For Byke Fuel price X 0.047 X KM
You can change the multiplying factor as you required
