Hi, Can someone help me in making a motivation plan? It includes the activity, how it will help, and also the budget.
If someone can help me in adding to the list, it will be useful. Also if you can help me to list the motivational activities.

I think helping you to put a motivation plan is difficult some how. I should know first the type of your organization, and what made you think to put such a plan in the first place? Was there a high turnover? do you feel that employees don't work properly or there is a lack of enthusiasm.
Any way, there are some ideas that may help you:
1-try to give rewards for best performance
2- you should inhance communication among management and employees
3- suggest a plan for entertainment(summer resorts, open meetings ...)
4- develop ways channels through which employess can express their grievances, that may help them feel justice is there.
5- promotions and financial raises are very inportant as well.

Corporate Empowerment of Employees according to Status
Emphasising Quality Work Life in the Workplace
Sincerity and Fairness in Compensation Administration
A Well Defined Grievance/Complaint Channel
Making the Workplace a Learning Environment
Managing Human/Professional Diversity very Well
The bottomline is Management buying into these concepts of Motivation Plan because it must give its consent for it work and actually be part of it all.

the list seems to be exaustive now however I would just add that you should hold "open House" every month where employees should be free to share there feedback and suggestions which you need to respond to.
In addition to this you can go through a very good and easy book called "Fish! A Remarkable Way to Boost Morale and Improve Results,
Stephen C. Lundin, Harry Paul, John Christensen"
Many companies are world wide implementing what is now come to be known as "Fish Philosophy"
Even we held a workshop based on it and it does work.
