As per the Act minimum 20 employees should be working in an organizatiopn for the eligibility of PF. If less than 20 employees then you can't take the new PF number for an organization.

Please contact your PF Commissioner of your region, he will help you out for the same, in special case commissioner can give the permission to generate the code.
