Sir,
Presently I am working in time office/contract labour sec related to project site. Our contractor has shown low attendance(low mandays) in the wage register and deposited the concerned PF amount. But as per our punching record the mandays are not huge and not matching. Now our management is asking them to deposit PF difference amount. How can a contract can achieve this task.???

actually this is a problem of Truth & false .

as per your question contractor who was working under your employer manipulated working days and deposited less amount of PF which your employer noticed it means the contractor got caught for his false reports means you'll be having evidences that the contractor made false reports

or else you are just heard the news from some one . then first you have to collect the evidences that the contractor made false reports.

to not to get in to problems with the PF commissioner your employer was asking that contractor to deposit that difference amount

in this case there are 2 things

1. That employer has to say that Dear contractor you did false reports which we have evidence so do needful. so that we both won't get in to problems (contractor can revise the contributions online ECR

2. if contractor argued or you didn't have any evidence still you want to prove the he did false reports then its a special case in front of the PF commissioner. you just write a letter to the PF commissioner he sends his inspector then they do as per proceedings. you just have to support the truth with facts & evidences which you have with PF commissioner.

Mostly contractors are with same mindset to steal money and not to deposit appropriate amount of PF. they enclose a PF challan which they use to submitt for their other project workers also, suppose a contractor is having work on 05 different site and at any one site if 100 employees are working, and rest other 04 sites if 40, 60, 50 & 80 are working, he will deposite the PF contribution for 100 employees only and the copy of same challan he will enclose with Invoice at all 05 place , this way he never deposit PF for 230 workers which he claim from PE.
Hope this clarifies, how contractor steal workers PF.
Suggestion : Now this should be controlled and enforced by principal employer (PE) by the way asking contractor for list of employees with PF Challan.

xiii)Refund of Advances.
I am sure this will solve the issue and the labour interest would be protected.

you did not indicate whether the contractor is having independent pf code or not?if he has do not bother.if not in case you are depositing pl cut from his bill and pay
