Dear Sumansharma441,
Complete details of any enactment can not be given in such kind of forum. You need to read bare Acts. You need to read case laws, notifications, circulars by the department, comments by experts etc. Have your own interprietation and convince your point of view.
Your specific query / doubt on any issue can be answered here by the members / experts.
Bare Acts are available online but guaranty of it's updation can not be given. Government websites, it is better if I don't comments on it. Some books are available in market, e.g employers' guide by SR Samant.
I am a member of this forum just like you. I do not know whether I can respond like it. I may be excused if I said any thing wrong.

Dear friend

If you are really keen to understand the above two laws and related rules, I too suggest, as Mr. Keshav Korgaonkar suggest, to purchase an updated version of the law books published ( say 2013). This will carry bare act, along with explanations and related rules. This will definitely help you to understand deeper than any abridged version like, ppt or pdf attachments.

With regards,

Suresh
