Surisethe has said rightly.
From legal perspective..labours are generally termed as "workman: and all Labour Laws are applicable to them/they are privileged by all such acts.
While Employees are of "Executive/Supervisory cadre" ..and they are not covered by all but few like PF,Gratuity, Factories Act etc. Pl. recollect the amendment in workers compensation Act..which is now Employees Compensation Act.

Dear Hari,
In short
All labour is also employee,
But all employees are not labour.
There are three steps:
Labour: Operator, Worker, Grade W-1 onwards, Welder, Fitter etc.
Supervisor:Supervisor, Foreman, Accountant, Cashier, Engineer, Grade E- 1 onwards etc.
Manager: Manager, Asst. Manager, Deputy Manager, General Manager etc.
All are employees.
Labour doing physical job, under some supervisor cadre.
Supervisor follows the instructions of manager.
Manager follows the instructions of Management or OWNER.
I feel this may give you some clarity.

employees are all those who are employed in the organization including workers. worker means blue collred who will come under the perview of labour laws as defined such as id act ,factory act etc except few like gratuty and workmen compensation acts

From the legal perspective, you need to look at each act separately,
Factories act, payment of wages act, contract labour act, minimum wages act, etc only refers to workers. However, an analysis of the term shows it includes all employees (up to certain salary limit in payment of wages act).
Similarly, shop and establishment act specifies the term employee and does not talk of worker.
The acts have mostly avoided any distinction between worker, staff and managers in the rights and protection given to employees except that of putting a salary cap.
