There are various ways in which we canmeasure employees in respect of their performance, output. Some metrixs are also used so that if required training cane be given to those employees who are capable but unwilling.
Can anyonehelp me designing such type of metrix for capable/ uncapable/ willing / unwilling so that to find out the best employee and categories them for training

i want to share some of my readings which i have done through bt last dec 5 some of the top head companies are now following 10%hand rule
grading are done through the mgt and workers level emp are slotted in to 3 cat egories A:20% TOP PERFORMERS B:70% MEDIUM PERFORMERSAND C:10%POOR PERFORMERS.AND THE C CATEGORY HAS GIVEN ONE YEAR TIME TOP IMPROVE THEIR PERFORMANCE OTHER WISE THEY ARE THROWN OUT OF THE ORG THEY ARE GIVEN TRAINIONG BY THE BIUSNESS UNITS HEADS.
