Resignation means you have left the job and that is very different to termination.
You can go to the labour court if and only if they are not clearing your dues.
As you have spent 4 year in the company i advice you not to go to labour court directly instead talk to the company's concern person in detail.

Dear Sirs,
Further to my query I have still not received my F&F from the previous company. I have resigned on 24th of January, 2013.
What's the best way to recover the money? Can I send a legal notice through a lawyer. But I do not know how much is his fees.
Please guide and suggest..
Best Regards...

See Resignation & Termination is different thing If they are forcing to Resign and after Resign not Giving FF than you can go ahead with Labor Court.

Hii,
First of all you just Fire them a Legal Notice and than If still you will not received your Salary you can go with Labor Court this is the right way. One proverb comes in my mind.. "Sidhi Ungli se Ghee nikalta ho to Ungli tedhi karne ki zarurat nahi hai...

I am not in a favour of sending any kind of legal notice instead of healthy discussion with the management. If even after they are not ready to do the needful then go for another option.
Even a proverb comes in my mind : "Ghee na nikle to thoda garam kar lo (healthy discussion), ungli (tedhi ya seedhi) karne ki zarurat nahi padegi"
