In my organisation the departments which work on 24x7 basis throughout the year the sectional/departmental head issues a circular before public holidays asking all rostered staff to "come on duty in the interest of smooth functioning of the organisation and convinience of our esteemed clientele".We call it 'fatwas' ! If an employee does not come normally nothing happens but if there is mass absentism then a warning letter is issued to all absentees.

As regards of leave you can issue a circular as follows:

If it is a small concern, you can make a circular of the following and obtain signature of the employees.

"IT IS BROUGHT TO THE NOTICE OF ALL THE STAFF MEMBERS, THAT PRIOR PERMISSION SHOULD BE OBTAINED IN THE PRESCRIBED LEAVE FORM , FAILING WHICH THE SAME SHALL BE TREATED AS ABSENCE FROM DUTY. FOR GRANTING OF LEAVE DURING EMERGENCY/EXIGENCY CONDITIONS IT WILL BE DECIDED ON CASE TO CASE BY THE MANAGEMENT.

For a corporate office , the same can be issued by the HOD-HR to various HODs of the Organisation.

FOR GRANTING OF LEAVE DURING EMERGENCY/EXIGENCY CONDITIONS IT WILL BE DECIDED ON CASE TO CASE BY THE MANAGEMENT.

To all employees,
The Management has decided no employee will be allow to take leave on Monday; if there is any emergency case then you will have to inform your reporting authority about the same to avoid future threats.
