Default Attrition - is it a threat to HR?

Dear all,
I have done a study on attrition in the BPO industry. It infact brought a lot of insights to me. Eventhough there are causes that emerge from the employees' point, there are also causes that arise from the management as well. Once i spoke to a HR regarding this issue.
The reply i got was," we know very well that the employees are not going to stay in the company longer, so why should we think their turnout. its better to get the maximum revenue from them". And " when 1000 employees work for 2 yrs, we cannot promote them as TL. So, at this point, attrition is healthy".
This reply from a HR infact struck me a lot. I think, it is the responsibility of the HR dept to take care of the human resources of the company. Not doing as such will not do justice to this profession.
